AI Literacy Training (Article 4)
Article 4 of the EU AI Act requires providers and deployers to ensure that their staff and any other person dealing with the operation and use of AI systems have a sufficient level of AI literacy. This obligation applies from February 2, 2025 — it is already enforceable.
Why AI literacy is a compliance obligation, not optional training
Article 4 is unique in the AI Act: it applies to all AI systems regardless of risk level. Even if your AI system is classified as minimal risk, the literacy obligation still applies to everyone who operates or makes decisions based on it.
"Sufficient level" is assessed relative to the person's role, the technical knowledge required, and the context of use. A board member overseeing AI governance needs different literacy than a data scientist building models.
Non-compliance falls under Tier 3 penalties: up to €7.5 million or 1.5% of global annual turnover. Unlike high-risk obligations that phase in later, Article 4 is one of the earliest enforceable provisions.
AI literacy is also a prerequisite for other obligations: staff performing risk classification, preparing Annex IV documentation, conducting FRIAs, or handling incident reports need to understand what they are doing and why.
Who must ensure AI literacy?
The obligation applies broadly — to providers, deployers, importers, and distributors. Specifically:
- Providers of AI systems (developers who place systems on the market)
- Deployers of AI systems (organisations using AI in their operations)
- Importers and distributors within the EU supply chain
- All staff involved in the operation and use of AI systems
- Individuals who make decisions based on AI system outputs
- Board members and management with AI governance responsibilities
What AI literacy training should cover
Article 4 states that training must take into account the technical knowledge, experience, education, and context of use. The following topics form a comprehensive baseline:

How to build an AI literacy programme: step by step
1. Assess current literacy levels
Survey staff to identify knowledge gaps. Different roles need different depth: a developer needs technical understanding, a manager needs governance awareness, a front-line user needs operational competence.
2. Define role-based curricula
Create training tracks mapped to roles: executive overview, compliance manager deep-dive, developer technical track, end-user operational track. One-size-fits-all training violates the proportionality principle in Article 4.
3. Deliver training with assessments
Use a combination of e-learning modules, live workshops, and practical exercises. Include assessments to verify comprehension — Article 4 requires "sufficient" literacy, which means measurable competence.
4. Document participation and results
Maintain records of who completed training, when, which modules, and assessment scores. This creates the audit trail regulators expect.
5. Schedule recurring refreshers
AI literacy is not a one-time checkbox. Systems change, regulations evolve, and staff rotate. Plan annual refreshers at minimum, with ad-hoc updates when new AI systems are deployed or regulations change.
6. Integrate into onboarding
Make AI literacy part of the standard onboarding process for all new hires in roles that interact with AI systems. This ensures continuous coverage as the team grows.
